GB Psych in German businesses: the documented rates (2018 and 2023/24)

47.4 % of the businesses inspected under the GDA Psyche programme had no risk assessment.

Two documented figures exist, with different reference populations that must not be confused. First: the GDA closing report on the Psyche programme evaluated 12,975 inspection records from 2013 to 2018 (11,167 first inspections, 1,184 re-inspections, 124 unassignable); the report itself speaks of nearly 13,000 businesses visited. Inspectors found no risk assessment in 47.4 % of the inspected businesses. The report states explicitly that the inspected businesses are not a random sample and that no projection to all German businesses is possible on this basis. Second: the GDA business and employee survey 2023/24 interviewed 3,817 businesses. Across all businesses, 68 % run a risk assessment (2015: 52 %), and 65 % of the businesses that run one also cover mental load. Neither source reports a direct figure for the share of all businesses holding a GB Psych.

Two figures, two reference populations

Two numbers circulate on how widespread the GB Psych is. They contradict each other only in appearance, because they measure different things. One refers to the businesses that inspectors visited under the GDA Psyche programme, the other to all businesses in Germany. Anyone placing them side by side has to name the reference population.

Inspection data 2013 to 2018: 47.4 % without a risk assessment

The GDA closing report on the Psyche programme evaluated 12,975 inspection records from workplace inspections, not 12,975 individual businesses. Inspectors rated whether the risk assessment covers mental load adequately. According to the report, businesses rated "sufficient" or worse cannot show a risk assessment at all. Taken together that is 47.4 % of the inspected businesses. The report itself cautions that the businesses visited are not a random sample and that no projection to the overall distribution of German businesses is possible.

The three highlighted bars add up to the 47.4 %. "Deficient" and "insufficient" alone account for 35.0 %, "very good" and "good" together for 33.6 %.

Representative survey 2023/24: 68 % run a risk assessment

The GDA business and employee survey 2023/24 interviewed 3,817 businesses and 3,824 employees across Germany between September 2023 and June 2024. Across all businesses, 68 % run a risk assessment, up from 52 % in 2015. Among micro businesses with up to 9 employees the share rose from 42 % to 61 %, among businesses with 10 to 49 employees from 71 % to 85 %. Mental load is covered by 65 % of the businesses that run a risk assessment.
